Jonathan Frankel

Vice President, Regulatory & Legal Affairs

Jonathan Frankel is an attorney with over ten years of experience working in land use, planning, entitlement, project management, and public affairs.

Mr. Frankel previously served as Vice President of Forward Planning for New Urban West, Inc. where he was responsible for managing the acquisition, entitlement, and disposition of over 2,500 residential units throughout Southern California. While at New Urban West, Jonathan earned a reputation for deftly navigating complex political dynamics and assembling broad coalitions to secure entitlements for controversial discretionary projects.

Prior to his work in the private sector, Jonathan served as an aide in the California State Senate, where he was responsible for the development and analysis of legislation related to housing, transportation, and economic development. In this role, he also served as liaison to the Metropolitan Transportation Commission (MTC) and the Association of Bay Area Governments (ABAG) where he regularly consulted on comprehensive regional planning efforts.

Locally, Jonathan served as a law clerk at both the San Diego Association of Governments (SANDAG) and the Office of the San Diego City Attorney where he worked on notable projects like the mid-coast trolley extension and provided counsel to City Staff on land use regulations.

Mr. Frankel holds a Bachelor of Arts from Indiana University in Political Science and earned a Juris Doctor from the University of San Diego School of Law. Jonathan currently serves as Chair of the Mission Valley Community Planning Group and is active in numerous local professional organizations.
