Ocean Village is six former Navy utility buildings on the edge of the NTC Boat Channel in the appealable jurisdiction of the Coastal Commission and the Runway Protection Zone of San Diego International Airport. The Local Costal Program and the coastal permit specified light industrial and visitor-serving uses, and the Airport Authority did not object. Later, the Airport Authority declined to find the visitor-serving uses consistent with the ALUCP and required Ocean Village to go back to the State Coastal Commission to change a waterfront visitor-serving designation to marine light industrial. Atlantis Group processed this sensitive change and the project was approved on consent. The property has been renovated and tenants have moved in.
